The Federal Capital Territory Administration (FCTA) will begin enforcement against defaulters of ground rent, land use conversion fees, and other land-related charges from Wednesday, November 26, 2025.
The action follows several grace periods earlier granted by the Minister of the FCT, Nyesom Wike, after the intervention of President Bola Ahmed Tinubu. On May 26, 2025, defaulters were given 14 days to clear outstanding ground rent with penalties.
In September, the FCTA also published notices across major newspapers and online platforms on the reviewed land use/purpose clause, giving property owners 30 days to pay a ₦5 million violation fee and other applicable charges for land use change or conversion. A final 14-day grace period for defaulters in Asokoro, Maitama, Garki, and Wuse will expire on Monday, November 24, 2025.
With the ground rent deadline having elapsed since June 9, and the extension for land use compliance ending next week, the FCTA says it will now commence full enforcement against all defaulters of ground rent, land use conversion fees, Right of Occupancy (R-of-O), and Certificate of Occupancy (C-of-O) bills.
The enforcement will also target individuals who bought properties without obtaining the mandatory Minister’s Consent or registering their Deeds of Assignment.
